Mr. Flynn

To ask the Secretary of State for Energy whether radioactive wastes contaminated with plutonium arising from the reprocessing of foreign spent fuel at(a) Sellafield and (b) Dounreay are covered by existing nuclear safeguards agreements.

All civil nuclear material is subject to Euratom safeguards and to the terms of the United Kingdom-Euratom-International Atomic Energy Authority safeguards agreement. The UK-Euratom-IAEA safeguards agreement provides, however, that safeguards shall be terminated when the material has been diluted to the point at which it is practicably irrecoverable.
