§ Mr. Heathcoat-AmoryAll civil nuclear material is subject to Euratom safeguards and to the terms of the United Kingdom-Euratom-International Atomic Energy Authority safeguards agreement. The UK-Euratom-IAEA safeguards agreement provides, however, that safeguards shall be terminated when the material has been diluted to the point at which it is practicably irrecoverable.
