To ask the Secretary of State for Social Security what is the estimated cost of the operational strategy in each financial year from 1991–92 to 1998–99(a) gross and (b) net of savings.

At 1988–89 prices the flow of gross costs and net of savings for the operational strategy, from 1991–92 to 1998–99, are currently estimated to be:

At 1988–89 prices the latest estimate of the costs and savings of the operational strategy(a) gross and (b) net of other savings (ie excluding staff savings) from 1985–86 to 1998–99 are in the table.

The proportions and sources of the three savings categories other than staff savings are as follows:

  1. i. Contribution from DHSS Northern Ireland—4.3 per cent.
  2. ii. Residual value of buildings and equipment—10.3 per cent.
  3. iii. Non-salary cost savings—85.4 per cent.
