§ Mr. FlynnTo ask the Secretary of State for Trade and Industry whether export licences are required for the sale by British companies of(a) technology, (b) engineering design and (c) building design blueprints or plans, where the development of such blueprints or plans involves military equipment or premises.
§ Mr. Sainsbury[holding answer 8 July 1991]: In 1989 the export controls covering military equipment to certain countries were extended to include all products involving the combination and construction of metallic or non-metallic materials specially designed to provide ballistic protection for military systems. Similarly, all technology engineering design and building design blueprints or plans relating to these products now require a licence.
