§ Mr. McAllionTo ask the Minister for the Civil Service what powers executive agencies have to change their financial regime without first amending their framework document.
§ Mr. RentonAgency chief executives keep their financial and other management regimes under review, with the aim of developing the framework best suited to their business needs. Significant changes in an agency's financial regime would require the agreement of the responsible Minister and the Treasury. In many cases, there will be sufficient flexibility in the framework document to allow for changes, so no further amendment is required. But where such changes are not covered the framework document will need to be revised.
