To ask the Secretary of State for the Home Department, pursuant to his answer to the hon. Member for Cambridgeshire, South-East on 27 June,Official Report, column 509, whether he has any proposals to ensure that the BBC does not gain commercial advantage from the monopolistic information it received concerning television purchases since 1 April or to ensure that such information is made available to other organisations who may wish to use it for commercial purposes.

As I explained in my answer of 27 June the use made of television licensing records created after 31 March 1991 is a matter for the BBC, not the Secretary of State. It is always open for people to approach the Data Protection Registrar if they believe the BBC's use of computerised records contravenes the Data Protection Act, or the Director General of Fair Trading if they consider the BBC are unfairly exploiting a monopoly position.
