§ Mr. HowardThe proposals relating to national vocational qualifications in the Government's White Paper "Education and Training for the 21st Century" have been widely welcomed. The National Council for Vocational Qualifications is on target to produce by the end of 1992 NVQs covering 80 per cent. of the work force up to level 4 of its framework. The council has also been asked to lead on developing more general national vocational qualifications.
