§ Mr. Archie HamiltonThe policy regarding the movement of explosive materials to Ministry of Defence establishments will not change. Where practicable and cost effective, movement of explosive materials by rail is the preferred option. However, there will still be a degree of movement of explosives by road when these criteria are not met.
