To ask the Secretary of State for the Environment what steps he is taking to advise local authorities of the provisions of the Planning and Compensation Bill; and on what date he expects the Bill to come into force.

[holding answer 4 July 1991]: My right hon. Friend expects to make an order under clause 67 of the Planning and Compensation Bill appointing a day about two months after the date of Royal Assent on which many of the provisions of the Bill come into force. Different days will be appointed for those provisions which require subordinate legislation to be made before they can be operative. My Department will be issuing a general circular to local authorities before the first appointed day and further circulars and planning policy guidance notes will be issued as the provisions of the Bill are brought into force over the next year or so. My Department will invite comments on drafts of this guidance where appropriate.
