§ Mr. PortilloNo. Bailiffs cannot charge the debtor for work under schedule 5 of the Community Charges (Administration and Enforcement) Regulations 1989 if no visit is made. However, that does not preclude the bailiffs' charging the local authority for any work they have undertaken.
