To ask the Secretary of State for Transport what research has been undertaken by his Department to evaluate the effectiveness of corporate average fuel efficiency standards for motor vehicle manufacturers; and if he will introduce such standards in the United Kingdom.

[holding answer 24 June 1991]: The Department has examined the impact of the United States corporate average fuel efficiency scheme. Although the scheme has improved overall fuel economy within the vehicle fleet in the United States of America, it is generally acknowledged to be a regulatory measure made necessary by the very low gasoline prices in the United States of America.

The Government are working with the EC to ensure that if any measures are taken to regulate fuel economy, they are sensible and effective.
