To ask the Secretary of State for Transport what progress has been made on the liberalisation of European air services in the last six months.

Mr. McLoughlin

The EC Transport Council in March agreed a proposal introducing a mechanism to enable swift action to be taken in cases of predatory practices by airlines. This is a vital ingredient of the single market. Two other EC regulations have also now taken effect: one which further liberalises arrangements for Community air cargo services, and one which sets minimum levels of denied boarding compensation for passengers. We now await the Commission's proposals for the final stage of liberalisation, which we understand will be put forward shortly.
