asked Her Majesty's Government:

In what circumstances Mr. Philip Oldfield, when convicted on January 14th 1991 of causing death by reckless driving was, according to at least five national newspapers, disqualified for only 12 months, notwithstanding the provisions of Section 34 of the Road Traffic Offenders Act 1988 which require the court to disqualify such offenders for a minimum period of two years.

We understand that on 18th January 1991 the sentencing court reviewed Mr. Oldfield's case under section 47(2) of the Supreme Court Act 1981 and substituted two years' disqualification, and thereafter until he passed his test again, for the original period of 12 months.
