How a decision to conclude the present Gulf war will be taken and by whom in the event that Iraqi forces are removed from Kuwait.
§ Lord ReaySCR 678 authorises UN member states co-operating with the Government of Kuwait to use all necessary means to uphold and implement its Resolution 660 and all subsequent relevant resolutions and to restore international peace and security in the region. Hostilities will cease when their contribution to achieving these objectives has been completed.
Any modification of the UN sanctions currently on Iraq would be a matter for the Security Council.
