A notice of that decision, given on behalf of the Secretary of State by an authorised officer of the Department, will be sent to Mr. O's solicitor, together with an explanatory covering letter, within the next few days. Any delay was due to the complexity of the case and the need thoroughly to investigate Mr. O's national insurance and benefits position over a period of 21 years.
