§ Mr. LangA wide range of positive measures, including energy surveys of buildings and the active promotion of good housekeeping practices, has been, and will continue to be, undertaken. Very useful savings have been secured in recent years by positive management related to the setting of realistic but demanding targets. Because of changes in Departmental responsibility and limits on the data available it is not possible to give precise figures on a satisfactory basis for year on year comparisons of total expenditure.
