§ Mrs. Virginia BottomleyThe community services division (branch 4) is responsible to Ministers for implementation of our community care proposals. This division prepared the policy guidance which was issued in November 1990, with extensive support from the social services inspectorate, social services and health managers and professionals and other outside experts. Individual items of practice guidance are being prepared by the social services inspectorate, practitioners and academic and consultancy experts. Each is prepared within the overall implementation framework and is approved by Ministers.
