§ Lord James Douglas-HamiltonIn Scotland capital expenditure allocations are not identified separately for local authorities' waste disposal and recycling activities. It is for local authorities to make my right hon. Friend aware of their intention to incur expenditure on recycling 305W facilities through their financial plans. Where authorities have identified such projects in their plans, priority has been given to these projects when consent allocations have been determined.
