§ Mr. LangProvisions in the Criminal Justice Bill which would increase the maximum levels on the standard scale of fines in summary procedure, alter the related periods of imprisonment in default, and enable the courts to recover fines through the attachment of income support, extend to Scotland.
The Bill also provides for changes in the parole system for England and Wales. We intend to introduce, at a suitable opportunity, legislation to implement our proposals, published in July 1990, in response to the Kincraig report "Parole and Related Issues in Scotland" (Cm. 598).
Proposals in the White Paper "Crime, Justice and Protecting the Public"—Cm. 965—which other provisions in the Bill reflect, extended only to England and Wales.
