To ask the Secretary of State for the Environment if he will set out the programme he intends to follow in providing additional finances to(a) local authorities, (b) housing associations and (c) voluntary bodies, in each of the four district areas in south Yorkshire, in (i) the present financial year, (ii) the 1991–92 financial year and (iii) subsequent financial years in order to ensure adequate availability of appropriate housing to match the requirements of his Department's programme for the implementation of care in the community.

We hope to make an announcement shortly about the regional distribution of the Housing Corporation's 1991–92 approved development programme. The distribution of resources within its regions is a matter for the corporation.

Barnsley, Doncaster, Rotherham and Sheffield all receive allocations of urban programme resources before the start of each financial year for expenditure on projects targeting deprived inner-city areas and disadvantaged minorities in them. Mainstream housing provision is not an appropriate objective of the urban programme, although expenditure on support for housing workers in the voluntary sector and hostel bed spaces may be.

Any additional burden on services which are supported through revenue support grant will be reflected in future standard spending assessments. This support is unlikely to be hypothecated.

Any additional demands for housing resulting from the implementation of care in the community will be taken into account in future public expenditure surveys and in the distribution of resources for housing capital expenditure to individual local authorities. No account has been taken for 1990–91 or 1991–92.
