HL Deb 21 January 1991 vol 525 c2WA
Lord McNair

asked Her Majesty's Government:

How far the Department of the Environment has progressed on drawing up a mechanism by which financial credits for wastes diverted from landfill will operate.

The Parliamentary Under-Secretary of State, Department of the Environment (Baroness Blatch)

My department has commissioned a study by independent consultants on the operation of a system by which financial credits will be paid for domestic waste which is recycled. We expect to receive their report shortly. When we have considered their advice we will consult local authorities and other interested parties on draft regulations governing the payment of these recycling credits.
