§ Mr. Lennox-BoydUnder the United Nations peace plan, the international control mechanism proposed at the Paris conference on Cambodia in August 1989 is replaced by the military component of the United Nations transitional authority—UNTAC. Its functions are set out in the draft settlement document agreed by the five permanent members of the United Nations Security Council, the co-chairmen of the Paris conference on Cambodia and the United Nations Secretary-General's representative in Paris on 23 to 26 November 1990.
