§ Mr. Douglas HoggThe Soviet forces' actions in Vilnius and the threats made against the other Baltic states are unacceptable, and we deeply deplore their tragic consequences. We have expressed our concerns to the Soviet authorities in the strongest terms. The Twelve have also said that the use of force and threats in the Baltic states is unacceptable and have made it clear that economic assistance to the Soviet Union cannot continue on any basis other than shared values and objectives. EC aid will not be implemented if military repression in Lithuania is prolonged or extended to the other Baltic states.
Soviet actions in Lithuania contravene the Soviet Union's commitments under the Paris charter. We call on the Soviet authorities to honour their obligations under the charter and their other international commitments. We have raised the question of Lithuania in the CSCE meeting on the peaceful settlement of disputes at Valletta, and are considering what further action can be taken in the CSCE framework.
