asked Her Majesty's Government:

Whether in their view it is in accordance with the charter of the United Nations that the President of the United States should consider himself empowered to initiate war in the Gulf in the absence of a finding by the body entrusted by the Security Council with monitoring the operation of economic sanctions that economic sanctions have failed in their purpose.

Security Council Resolution 678 authorises UN member states co-operating with the Government of Kuwait to use all necessary means to secure Iraqi compliance with earlier relevant resolutions of the Council unless Iraq fully implements these resolutions on or before 15th January 1991. This includes the use of armed force.
