Mr. Kirkwood

To ask the Secretary of State for Scotland (1) if he will list the number of civil penalties imposed in 1989–90 by each community charge registration officer in Scotland in respect of non-return of annual statutory poll tax forms;

(2) if he will list the numbers per thousand liable poll tax payers of civil penalties imposed in 1989–90 by each community charge registration officer in Scotland in respect of non-return of annual statutory inquiry forms.
