To ask the Secretary of State for the Home Department what representations he has received from the chief constables of Greater Manchester, Merseyside, Northumbria, South Yorkshire, West Midlands and West Yorkshire about the effects of plans to cap the community charge in their areas; and if he will make a statement.

The chief constables of Greater Manchester, Merseyside, Northumbria, South Yorkshire and West Midlands, and the deputy chief constable of West Yorkshire, wrote to the then Home Secretary before Christmas about their financial concerns. My noble friend Lord Ferrers met the chief constable of West Midlands among other members of a delegation from the Association of Metropolitan Authorities on 18 December to discuss these issues.
