To ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's and European Community policy over the maintenance of indefinite sanctions against Iraq until Iraq abandons its chemical, binary and nuclear programmes.

Mr. Douglas Hogg

The sanctions imposed on Iraq by Security Council resolution 661 will remain in place until the Security Council is ready to lift them. A judgment on whether Iraq continues to harbour aggressive designs on its neighbours in the region will no doubt be one of the factors in the Council's decision.

To ask the Secretary of State for Foreign and Commonwealth Affairs what is his latest assessment of the effectiveness of sanctions against Iraq; and if he will make a statement.

Mr. Douglas Hogg

Sanctions were imposed on Iraq to help bring about Iraqi compliance with the United Nations Security Council resolutions. The test of their effectiveness is whether they achieve that purpose. There is no evidence that sanctions alone will do so.
