This sets out legal texts designed to amend the treaty of Rome so as to allow for the establishment of a European monetary fund managing a hard ecu in line with the proposals first put forward by my right hon. Friend the Prime Minister when Chancellor. Copies have been placed in the Vote Office and the House of Commons Library.
