When the aim of establishing Youth Training guarantee liaison officers in each Training Agency area office (H.L. Deb. 11th June 1990, col. 45) was achieved.

The Parliamentary Under-Secretary of State, Department of Employment (Viscount Ullswater)

Youth Training guarantee liaison officers were appointed during the summer of 1990. By the end of October 1990 a full service was available in all area offices.
