To ask the Secretary of State for Foreign and Commonwealth Affairs what factors underlie the difference between the figure given by the Minister for Overseas Development, concerning the percentage of British aid that is tied,Official Report, 14 December, column 1298, and the figures for united British aid on table 32, page 220, of the OECD's 1990 report "Development and Co-operation".

The figure I gave in the House was based on gross public expenditure on overseas bilateral aid in 1989. The figure in the OECD report is based on new commitments of bilateral official development assistance in 1988. The two figures thus relate to different years and to different measures of aid flows.
