§ Mrs. ChalkerThe figure I gave in the House was based on gross public expenditure on overseas bilateral aid in 1989. The figure in the OECD report is based on new 363W commitments of bilateral official development assistance in 1988. The two figures thus relate to different years and to different measures of aid flows.
