To ask the Secretary of State for Energy whether he has any plans to seek a further reduction in sulphur dioxide emissions during negotiations on the new European protocol.

Mr. Moynihan

The United Kingdom will play a positive part in the current discussions on the revision of the United Nations Economic Commission for Europe protocol of sulphur dioxide emissions. All sources of sulphur dioxide emissions will be covered in the negotiations including those not already subject to separate ceilings. It is the Government's view that the new agreement should be based on the critical loads approach. It is too early to predict the outcome of these discussions.
