§ Mr. David HuntResponsibility for burial of the carcases left at St. Tudwal's Island East rests with the owner of the animals. Local authorities have enforcement powers if there is a risk to public health. It is understood that the Royal Society for the Prevention of Cruelty to Animals is collecting evidence.
