To ask the Secretary of State for Transport whether he will instruct the railways inspectorate to require London Underground and British Rail management to provide clearly audible public address systems at railway stations and to ensure that those who make announcements concerning the safety of passengers can speak English distinctly.

No. This is primarily a matter for railway operators, but Her Majesty's railway inspectorate monitors the effectiveness of public address systems when visiting stations. British Rail and London Underground attach importance to the clarity and audibility of public address announcements.
