To ask the Secretary of State for the Environment when the provisions of part I of the Environmental Protection Act 1990 will be fully implemented.

Implementation will start on 1 April 1991 and be completed by 1 April 1996.

To ask the Secretary of State for the Environment what is the timetable for the implementation of integrated pollution control under the Environmental Protection Act 1990.

Mr. Trippier

Subject to Parliament's approval of the necessary regulations, integrated pollution control will come into effect for all new processes and substantial changes to existing processes from 1 April. Existing processes will be phased in over a five-year period, starting with large combustion plants for which applications will be required by 30 April. More details will be given in general guidance on IPC, to be published shortly.
