§ Sir Wyn Roberts"Roads in Wales: Progress and Plans for the 1990s", published in April 1989, gave a start of the M4 Briton Ferry to Earlswood scheme in the period April 1991 to March 1994. The 1991 Welsh Office departmental report published on 15 February confirmed plans to let this scheme before April 1992.
