§ Lord James Douglas-HamiltonThe inquiry report was submitted at the end of September 1990. It contained some recommendations by the reporter which have been the subject of detailed consideration. This is almost complete and it is expected that my right hon. Friend's decision will be issued shortly after the Easter recess.
