asked Her Majesty's Government:

Whether they will confirm that the North Atlantic Treaty would not allow an Iraqi response to air attacks launched from Turkey by United States aircraft to be interpreted as an attack on a member state.

Article 5 of the North Atlantic Treaty states that,The parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all". This is not qualified by any reference to the circumstances of such an attack.
