§ Mr. MellorThe savings on community charge benefit resulting from the introduction of the community charge reduction scheme are a broad estimate based, like all the figures for the scheme, on the family expenditure surveys for 1987–89. Account has also been taken of preliminary information on the numbers of people claiming community charge benefit.
