To ask the Secretary of State for Transport if he has any plans to require light aircraft owners to take out insurance which would safeguard the general public.

My right hon. and learned Friend has received, in response to requests to the chairman of the Civil Aviation Authority, advice on the issues relating to the introduction of a compulsory insurance scheme for all aircraft registered in the United Kingdom. My right hon. and learned Friend is considering that advice.
