§ Mr. Kenneth ClarkeYes. My Department has written to the two higher education funding councils to convey my decision to hold back a proportion of grant for 1991–92 to be released in the event of pay settlements satisfying specified conditions. The sums withheld are £22 million in the case of the Universities Funding Council and £134 million for the Polytechnics and Colleges Funding Council. Copies of the letters are being placed in the Library of the House.
