To ask the Secretary of State for Wales what advice he offers to local authorities concerning the disposal of impounded straying stock; and what safeguards are in force to ensure the proper disposal of the carcases of slaughtered animals.

Local authorities may exercise powers under existing legislation, or seek additional powers, to deal with straying stock including, where relevant, its disposal. The disposal of carcases is usually carried out by the rendering industry or by knackermen and similar operators, although alternatives are available. Advice on meeting health and environmental restrictions is available from the state veterinary service, ADAS, the National Rivers Authority and local authorities, and is contained in the draft code of good agricultural practice for the protection of water.
