To ask the Secretary of State for Social Security, pursuant to the reply to the hon. Member for Leeds, West on 6 February,Official Report, column 191, if he will show the main changes to national insurance benefits and the savings or expenditure which accrued from each change since 1979 showing the cumulative effect at 1991 prices.

Calculating the cumulative cost over a period of years of the changes listed in my earlier reply would require a detailed year-by-year analysis of many factors, including movements in expenditure on benefits, in prices and earnings indices, and in additional pension and occupational and personal pension entitlements. This calculation could be undertaken only at disproportionate cost.
