§ Mrs. Virginia BottomleyOn 31 January 1991, there were 36 secure units in community homes for children in England and Wales, all of which admitted young people under the age of 16. Details of them are given in the table. In addition, the Department runs two youth treatment centres—YTCs—Glenthorne in Birmingham and St. Charles in Essex. Both YTCs admit young people under the age of 16.
