§ Mr. Kenneth BakerAll prison establishments have been advised to change to low-energy electric lighting as soon as possible and funds have been made available for this purpose. It is expected that by April this year the great majority of prison establishments will either have changed to low-energy lighting or be in the process of changing to it. Guidance has also been circulated to staff responsible for other Home Office buildings on the benefits of low-energy lighting.
