§ Mr. MichaelTo ask the Secretary of State for the Home Department if he will make it his policy to ensure that all prisoners writing to their hon. Members from any of Her Majesty's prison establishments give their home address in the letter in order that any hon. Member receiving the letter is immediately able to confirm that the writer is in fact a constituent.
§ Mrs. RumboldPrison standing order 5D3, a copy of which is in the Library, states that prisoners should be advised that letters to hon. Members should show the home address, if the prisoner has one. This is now covered in the information booklets for prisoners. It is not generally practicable, however, to ensure that prisoners comply with the recommended procedure as the routine reading of prisoners' mail has been abolished for category D prisoners and reduced to a small sample for category C prisoners.
