To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the limitations on the powers of the police to apprehend and search for arms and ammunition foreign diplomats leaving their foreign mission in the United Kingdom.

Article 29 of the Vienna convention on diplomatic relations provides that the person of a diplomatic agent shall be inviolable and that he shall not be liable to any form of arrest or detention. Article 41 of the convention provides that it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving state.

We have made clear to all missions in London that it is the duty of the police to prevent the unauthorised carriage of firearms, and that persons suspected of carrying firearms are likely to be questioned.
