What steps are being taken by NATO to ensure that when excess military equipment comes to be disposed of, it does not go to feed arms races in the Middle East or elsewhere.

In the negotiations which led to the Conventional Armed Forces in Europe (CFE) Treaty, NATO secured agreement that any equipment of types limited by the treaty in excess of the treaty limits must be destroyed or converted to non-military use according to internationally agreed procedures.
