§ Sir George YoungLocal planning authorities are required to base their structure plans on an appreciation of the economic characteristics of their area, and the effect that any changes in them are likely to have on the development of their area and the planning of such development. They also take account of national and regional economic policies and the resources likely to be available for carrying out their structure plan proposals. The Secretary of State similarly takes these matters into account in his approval of structure plan proposals.
