§ Mr. FallonThe education components of standard spending assessments in England will rise by an average of 16 per cent. between 1990–91 and 1991–92. This substantial increase, far in excess of the likely rate of inflation, should enable all authorities to deliver education services of a high quality if they manage their affairs well.
