To ask the Secretary of State for Foreign and Commonwealth Affairs if there are any conditions under which a signatory to the third Geneva convention may be permitted to refuse to observe any or all of its obligations under that convention.

No. The third Geneva convention does not have a provision for derogation and is binding on all its parties, which include Iraq.
