To ask the Secretary of State for Social Security if he will make a statement on the operation of the relaxation of the attendance allowance rule for terminally ill people since its inception.

Provisions introduced with effect from 1 October 1990, enable anyone with a terminal illness to qualify for attendance allowance at the higher rate from the date of claim. Up to 31 December 1990 a total of 13,600 claims were decided under these provisions and of these decisions over 13,000 were successful. The majority of such claims were cleared within two weeks.
